Write an invented policy scenario, a competing interpretation and the source observations needed to distinguish them. Then identify which implementation questions remain unanswered even if the economic interpretation is persuasive.

No actual current position or precise private rule is inferred here. The artifact should expose source gaps and falsifying evidence rather than translate a famous career narrative into a recommendation to concentrate an account or expect a similar return.
